清朝乾隆年间，昆曲处于独尊的位置，其他戏种被朝廷视为淫词秽调。乾隆前四次下江南都是跟随母亲一起去，到第五次时，母亲已病逝，铁杆戏迷乾隆终于有机会过过戏瘾。他下令让全国的地方戏曲班子汇集扬州。一次规模盛大的文艺汇演开始了。乾隆连听了11天的戏，对徽戏中的“高拔子”很感兴趣。所谓高拔子就是南方水边小镇，大家一起抬船时喊的号子。
乾隆走后，各戏班沿运河北上，准备唱到北京去。他们边走边演出，到北京时，各戏种之间互相借鉴、融合，形成了新的唱腔。
好景不长，朝廷很快封杀了乱弹、棒子(梆子，中国秦腔网注)、秦腔等戏种，惟有徽戏因乾隆在扬州时曾表示过感兴趣而留了下来，这为后来的徽班进京埋下了伏笔。
