适应性、公平性、实效性。要按照构建社会主义和谐社会的新要求，加快建立一个与适应时代发展、公平有效的国家公共文化服务体系。政府不仅仅是公共文化服务的直接提供者，也应是文化服务秩序的维护者和公民文化权益的保障者。
启示六：切实把文化产业做大、做强、做优。首先，积极推动文化经济化。应着力完善文化市场体系和公平竞争机制。要积极打造市场主体，探索推进经营性文化事业单位转企改制。第二，进一步理顺文化产业管理体制。要树立与社会主义市场经济体制相适应的文化发展观，着力解决文化管理部门的“越位”、“缺位”和“错位”问题。第三，完善文化产业支持体系。要打破地区和部门封锁，鼓励非公有制文化企业参与文化产品生产、政府文化项目采购和招投标。要建立符合市场经济规律的文化产业投融资体制，完善文化投资的支持鼓励政策。第四，积极推动文化产业结构的战略性调整。要打破文化产业发展的条块分割和行业壁垒，大力发展有特色和有比较优势的文化产品，鼓励有实力的文化企业积极参与国际文化市场竞争。 上一页 [1] [2] [3]
