借着“文化遗产日”的出生之势，来自全国各戏曲院团的负责人、戏曲专家近日聚集在中国艺术研究院，就中国戏曲的保护和发展进行了研讨，同时为中国戏曲剧种保护展揭幕，展览将于本月结束。
戏曲研究所副所长刘文辉认为，除了一直存在的国营剧团财政亏空、人才断层严重、戏剧评奖与市场相脱离等现象之外，管理混乱的民间职业剧团争抢国营剧团的市场和人才，对后者冲击很大。
刘文辉表示，为保护戏曲文化而立法和建立新型的剧团管理机制非常重要，民间职业剧团同样需要法律规范来进行制约。
一些表演艺术家也提出，将戏曲遗产的保护法制化，建立国家级，省级和县级的管理机制，并从小培养孩子的戏曲知识、扩大观众群的问题。
